the Internet's inclusive name space root system of unique identifiers
and labels. These labels called top-level domain names are used in a
variety of Internet protocols that help computers reach each other over
the Internet.
The PublicRoot Consortium, an internationally organized not for
profit membership organization, publishes and maintains the inclusive
name space root zone file. This file is inclusive of all top-level
domains on the global Internet known as the Public Root.
The PublicRoot Consortium is further dedicated to the maintenance of
public information resources that facilitate the coordination and
resolution of all known global top-level domain names. Careful management
of these resources is vital to the Internet's operation.

We are committed to ensuring the inclusive name space and the Public Root
is open, transparent, inclusive, representative & accountable to our
members and the Internet community at large. These are the core
principles of the PublicRoot Consortium. These principles represent the
consensus of the Internet community at large and establish the rules
applicable to the operations and management of the PublicRoot Consortium.
These core principles guide our mission to ensure the integrety of
technical, policy and commercial operations in the development
and expansion of the Public Root inclusive name space. These three
operational sectors are critical to the healthy development and growth of
the Public Root.
Furthermore, the PublicRoot Consortium facilitates and supports direct
access to the governance of all three operational sectors in the
Public Root inclusive name space to top-level domain owners,
administrators and operators.
Technical Mission
The PublicRoot Consortium is responsible for the operation and technical
management of the Internet's Public Root system also known as the
inclusive name space. This ensures the universal resolvability of the
Public Root so that all users of the Internet can connect to all Internet
resources.
The Public Root is an inclusive root operated over existing
Internet infrastructure. The Public Root supports the Internet community
by providing uniform access to all data elements that support the
resolution of all top-level domains in the domain name system.
The PublicRoot Consortium preserves the operational stability of the
inclusive name space, or Public Root, on the global Internet by
providing public access to the coordination, management and distribution
of technical elements and identifiers used to delegate top-level domain
labels in the Public Root system.
The PublicRoot Consortium verifies and provides authoritative data to
Public Root systems at the international, regional and local level. The
PublicRoot Consortium encourages, participates and assists industry and
government in deploying root systems to serve local users or regional
interests.
The PublicRoot Consortium further supports the decentralization,
diversification and expansion of Public Root systems. Regional or local
public root servers improve the security and privacy of local Internet
transactions, speed up query resolution, and reduce a local networks
dependence on a centralized root infrastructure.
Local or regional public root systems also facilitate compliance with
information privacy legislation and regulations. The provisioning of
public root infrastructure reduces potential security issues
such as surveillance, redirection or intrusion of network traffic by
unauthorized third parties.
